When run can hear motor trying to turn but wheels were frozen

Service Details:

replaced 3 gear sets in the wheel sets. One wouldnt fit correctly and wouldnt turn, so I put the old gear back and filed down the teeth. Its likely the loco now pulls mainly on the other three wheel sets. It runs ok and moves at less than 5mph, however there is some hesitancy until it reaches speed step 6. Also I put some orange paint to tone down the blue lights.
